AbstractMany are the promises of artificial intelligence (AI) and algorithms. Governments around the world are increasingly investing in AI and multiple voices have touted this seemingly unmatched revolution. Better performance, cost reduction, efficient management, crime prediction, and prevention are but a few of the pledges of the AI era. While such promises are recognized, research shows that AI benefits could be overstated. Issues of equity, ethics, justice, and fairness have raised concerns and have been seen as potentially threatening democratic principles. As countries get ready to tap into the AI power, researchers are asking whether preparedness is followed by responsibility checks. In this article, we use the Oxford Insights AI Readiness Index to explore why innovation and readiness in artificial intelligence are not always accompanied by accountability, even for some of the most advanced democracies around the world. Using the Fuzzy‐Set Qualitative Comparative Analysis (fsQCA) approach, we show that advancement in AI is not enough: privacy, transparency, inclusion, and accountability principles are key to ensuring governments tackle the AI challenge responsibly.

The control of excessive gambling addiction is a major policy challenge for governments and administrations in Switzerland, particularly with regard to the coherence of these policies and the actions that result from them. Although the importance of coherence in public policy analysis has been demonstrated, its measurement is still at an early stage. This article focuses on public policies developed in the context of the control of excessive gambling in the French-speaking Swiss cantons by proposing a method to measure their coherence. Beyond its analytical aspect, the method developed in this article has a practical aspect, as it provides decision makers with a tool to guide them on the adjustments needed to improve policy coherence. Thus, at the end of our analysis based on the method we propose, we have determined that the policies on excessive gambling in the French-speaking Swiss cantons are fairly coherent and we propose certain recommendations to improve the incoherence we have observed. AbstraiteLa lutte à la dépendance au jeu excessif présente, en matière d'action publique, un défi majeur pour les gouvernements et les administrations en Suisse, plus particulièrement en ce qui trait à la cohérence de ces politiques et les actions qui en découlent. Bien que l'importance de la cohérence dans l'analyse des politiques publiques soit démontrée, sa mesure demeure encore à un stade peu avancé. Cet article met l'accent sur des politiques publiques développées dans le cadre de la lutte contre le jeu excessif dans les cantons romands en proposant une méthode permettant de mesurer leur cohérence. Au-delà de son aspect analytique, la méthode développée dans cet article revêt un côté pratique, car elle permet aux décideurs de disposer d'un outil pouvant les guider sur les ajustements nécessaires à apporter pour améliorer la cohérence des politiques. The contributors' explorations of varied forms of military service by Indigenous people(s), political and cultural challenges that Indigenous personnel faced, and sacrifices made in Canada and in other countries, encourages further dialogue on how Indigenous service can be rooted in trustful relationships and how respect for Indigenous cultures, values, and knowledge can inform defence policy and practice.

In the context of the Truth and Reconciliation Commission's report, the Canadian state is in the process of reaching out to Aboriginal communities. Public organizations must therefore be actively involved in integrating Aboriginal people into their communities so that they are representative of Canadian society as a whole. The question of the perceptions of Aboriginal employees becomes crucial because it may be a factor that facilitates or restricts the access of these people to public organizations. As such, Aboriginal people have a special, complex and rich relationship with the military. It seemed relevant for us to study the perception of the Canadian military with Aboriginal people. Using the theory of social representations, this research exposes the structure of these perceptions. We have discovered that the military perceives the army through the prism of excellence and legal authority. Thus, the perception scheme is not a priori an obstacle to the integration of Aboriginal people, but there are indeed prejudices and stereotypes on the periphery of the representational structure. These prejudices and stereotypes could constitute an obstacle to the effective integration of this population.

La gouvernance à niveaux multiples a fait également l'objet d'un très grand nombre d'études et d'analyses au cours des vingt-cinq dernières années et ce peu importe les disciplines (droit, science politique, sociologie, etc.) À un point où l'on peut se demander parfois si tout n'a pas été dit. Cependant, lorsqu'on y regarde de près, on se rend compte rapidement que peu (trop peu, oserions-nous dire) d'études ont porté sur les administrations publiques dans les fédérations ou, plus largement, dans les États à niveaux multiples. Il y a donc tout un champ qui s'ouvre aux chercheurs en administrat.
